Guatemala April 9 1931.

To the Bureau.

Dear Comrades:

The present report deals with the origin of the parties of Guatemala and El Salvador. Their work and problems.

The Communist Party of El Salvador was established out of the struggle against opportumim, reformism and betrayal. Towards the end of 1929 (in November. it was nooo sary to begin the formation of ootering in order to win over the young olements of the membership of the Federacion Regional de Trabajadores de 81 Salvador Who wore of revolutionary temperament and who might be determined to struggle for their class. This Was okrried out due to the fact that on the one hand a Commist Party had not as yet existed, and on the other, that the only organisationof our working class was deformed governmontat mutualist organization. It is poossary to reoall that the PRT roooived 2, 000 colones (1, 000 dollars) overy month on from the goverment for TEs susErning. Its leaders were accustomed to this system of work and in practice it was conpletely reformist goverinental organisation.

In the struggle against this type of organization, against the traitorous loaders, who incidentally were beginning to push the TRT into the hands of the later presidential candidate and now president: Arturo Araujo.

The non existence of a CP or YCL motivated this form of recruiting in order to Imow which elements would constitute our base in ord to be able to begin our revolutionary trade union work.

Under the se conditions the YCL was organized, and received courses in tradeunion activity and in the ABC of Communism. During all this time not only wore courses given, but the immediate problems of our FRT were discussed and solved in the most practical and revolutionary way possible. Under these conditions, with two Secretaries in the Federal Executive Counoil (Secretary of the Interior, and of Finances, in other words, the control of the organization, since all others did no work) we began direct work with organizations on the of the FAT; either sending delegates to the trade wion organisations of the near by villages at first and then later to all organizations; or giving written instructions on all the problems of our FRT. In practice, in our daily work, we had completely nillified the traitorous leaders.

It was in these struggles, that at the arrival of Comrade Jacobo Hurwitz, work towards the establishment of the CP was prepared, and it was established, still during his permanence. That is, the OP was born out of the heat of the struggle against opportunism and betrayal.

The CP and the Ycy worked actively in the preparation of the special Congress of the FRT of February 9, 1930; during the same Special Congress, the Congress fraction functioned. The practical result was the expulsion of the traitor Luis Felipe Recinos WEAP by one vote over their total. This there ar e was TO brought despair tnd provoked defeatism among the traitors, who are since the very Special Congress left us the field. Later the traitors demanded posts in the FBC of the FRI, which were not given to them, nor were they acorded to for two fundamental reasons: first, because they were traitorous elements, second, bocause they did not have the majority of the organization, and because a Congress had been elected by the FBC. The struggle against opportunim became stronger and we can say that it orystallized throughout the organization; the old traitorous leaders were expelled from all the trade unions.
