Dear Comrades, a) We have received the correspondence with the CO OP Mexico which you sent.
He completely agree with your point of view on the danger of opportunist relapses in the Mexican OP, which are especially fatal when the revolutionary movement is beginning to show more life.
We had fears of them maturing even before we received your 18st letters. However, at that time we did not know how the 00 OP Mexico had reacted to your letter on arbitration and the annexation (1. e. in reality the nationalisation) of foreign firms.
At the present time we have commenced rapidly to prepare a letter to the co CP kexico. However, as the confirmation of a general political letter by the competent organs of the SOCI requires a certain period of time (together with the preparation of the letter, at least 3 weeks. we shall send a letter to Mex1co through you in the next few days from the Secretariat opeolally dealing with the questions in the correspondence between you and the oc OPM.
Our attitude to the line taken by the co CPM on the annexation of foreign firms and the attitude to the Labour Code (Article by 31 Machete) is unquestionably opposed to this line.
On the question of arbitration, the Mexican comrades make opport unist mistakes. At the same time your position is not clear enough.
If you demand an absolute refusal of participation in compulsory erbitration in any case whatever. which evidently follows from the fact that you do not say a word about it. this makes it easier for the Mexican comrades to cavil at your position, which is correct in the main, on the question of arbitration, But of course it is one question to agree under conditions of terror to arbitration under compulsion in individual cases, and a completely different matter to hold ideas as the Mexicans do about using it.
b) In your Mexican letter of October 21st you mention twice the formation of the conditions for the growth of the factors of a revolutionary crisis in Mexioo, This expression is not altogether well chosen. With regard to Mexico at the present time we cannot talk of the maturing of the elements of a revolutionary orisis. The greater life shown by the revolutionary movement does not yet show anything more than the BEGINNING of Tevolutionary upeurge. This estimate of the revolutionary situation in Mexico is also shared by comrades and Therefore it would be better to give the Mexican comrades this orientation.
