REPORT TO THE EXECUTIVE COMMITTEE OF THE COMMUNIST INTERNATIONAL.
The origin of the Socialist Party The constitution of the Socialist Party of Uruguay dates back to the year 1909. prior to that time there existed only a group at Montevideo, known as the Karl Marx Group, with a small number of affiliated branches, consisting entirely of Spanish and Italian emigrants who, by the way, were leading an enemic and precarious existence, without any influence whatever upon the labour movement.
Thanks to the electoral abstentionism practiced by the political party of the anti governmental opposition, the idea occurred to certain branches and sympathizers of this group to create a new group comprising the nd, and 3rd circuits of the city of Montevideo and constituting a definite Socialist Party which was to take a hand in the elections, in coalit ion with the Liberal Party also quite a weak party, presenting a joint list of candidates.
The only victorious socialist candidate was the Dr. Frugoni 1608who won a seat in the Legislative Chamber, being at the same time the first Labour member of that body.
