12. The conclusions reached by the CC are as follow: Sandino as the petty bourgeoisie liberal that he was and still is oscillated between the counter revolutionary Mexican government and the Communist Party: on one side the tour to Europe, to America, and the possibilities to obtain help for returning to Nicaragua; on the other hand hopes to obtain from Portes Gil or any other revolutionist in Mexico the necessary means to return immediately to Nicaragua. The CC made a great error for not demanding from Sandino from the very beginning, that is, since the me eting of Jan. 29th, a definite attitude and public declarations. a) About the means and ways in which he left Nicaragua. b) On the role of the Mexican government as an instrument of Washington to bring Sandino out of Nicaragua and confine him in Merida. c) On the counter revolutionary character of the government of the workers and peasants and its surrender to imperialism. d) On the conduct of Zepeda, Portes Gil instrument in all these maneuvers, and particularly on the telegram which Zepeda addresse to Hoover on the occasion of his ascension to the presidency, to the US demanding justice for the the Nicaraguan People. e) On his plan of projected conference of Latin Americans to discuss the question of the Canal.
Instead of this, the CC based all its policies towards Sandino on the realization of the propaganda tour in spite of the fact that there was no certainty of realizing it, nor did we have any guarantees a possible betrayal by Sandino during his tour or afterwards. This contributed to detai the campaign already begun against Sandino and he was rehabilitated instead of with positive facts endeavor to guarantee his loyalty to the anti imperialist movement. The CC partially recognizes its mistake when adopting the resolution of Feb. 22nd in which is demanded a clear and definite attitude without awaiting the resolution from the League Against Imperialism concerning the tour. But as it is seen by the above it was already too late. The indecisions of Sandino accentuated by our delays in brin ging him out of the country were taken advantage of the government in their maneuvers with him, offering him immediate help which Sandino, obsessed with the idea of triumph. that is the conquest of power, accepted, in fact, brea
